It would be an advantage to have the regulation of affairs in the West River and Delta generally under one head so that questions arising in which H.M.Navy is concerned might be settled promptly. As it is now it depends on the nature of the case whether it is referred to the Governor of Hong Kong, the Consul General at Canton, or the Consuls at Macao, Samahui, or Wuchau.

I beg to observe that Messrs Butterfield and Swire's steamers, the Samshui and Wuchau have lately been withdrawn from the River and their Service discontinued : and also that the French now have four Gunboats there, the "Comete", "Avalanche", "Argus" and "Vigilante".
